If you’re asking if it’s legal to translate porn videos to another language and then post it as your own, then in terms of copyright law, no it doesn’t make it legal because the primary purpose is still a derivative of the original work. Meaning, you do not fall under the exception of fair use because you’re not creating something new that would not compete with the original work. While yes, it’s now in a different language, it’s still the same piece of work visually. But, if you really just meant the simple act of translating a porn video to another language, then it’s what you do with that translation next that determines whether or not it’s illegal. If you do translate it though, you could always approach the license holder and make a deal where you license the work but publish it in another language for a different demographic to enjoy. Usually, if it doesn’t interfere with the license owner’s own revenue streams or competes with one of their target markets, they’ll be fairly open to licensing the rights to you in exchange for a portion of the revenue generated or for a flat fee.

Otherwise, if you’re looking to make one yourself, nowadays you’ll have more luck finding an APP on mobile to design one for free moreso than a website.
