Best/Easiest Affiliate Program?

Other than CCBill, who has an easy affiliate program for a site owner to implement?
Was just looking into Epoch, and I am a tad confused by what I am reading, or not reading with regards to their affiliate program.

Is there a payment processor similar to CCBill with an affiliate program that has a good reputation for payments, etc?

Epoch no longer does affiliate payments. Not sure what to suggest as for processors. Someone may know of another, but known that I know of or could suggest.

Verotel and CCBill are the two most popular (or maybe only?) options right now.
