I have used them extensively as a media buyer for clients. What I found that is relative to your question is two things:
1) Unfortunately, 1700 visits is not nearly large enough a sample size to judge your ad or the traffic It is a lot like national presidential polls in that regard, where anything short of 6 figures is not a true representative of what to expect.
2) The only product types that have consistently converted in the black are live cams and dating (sadly usually fake-ass ones) sites. I think the casino guys do pretty well too, but that is not something I know much about other than they seem to keep buying.

Some hosting companies include a dedicated IP address for their cloud plans, some not. On TMD, I am using their VPS servers so I can not tell you for sure but you can ask them before committing.
You can not submit any photos to PornPics since they do not allow you to do that. They add galleries and their own affiliate links to them and I never have seen them allowing submission.
However, there are other porn sites that indeed allow submissions and some of them are: PicHunter.com, TheHun.net PersianKitty.com, 6tgp.com, Outlawtgp.com, FHWL.com,, PremierPics.com, XXXGalleries4Free.com but most of them will not let you to add affiliate links.
It is best to see what other legit members of the said forum are posting about. It is a big forum and there are many sections so you should be able to increase your post count quickly.
I can not tell you how your promotional posts should look like, but your best bet is to see how others are advertising their sites there.
I did not send them any traffic yet, but I can see that you can promote Stripchat through CrakRevenue, just like other most popular webcam websites.

Honestly, I use adult forums more for backlink purposes, because to get a great deal of traffic from them, you would have to post a lot and this kind of activity is considered spamming and it will get you banned quickly, especially on the biggest forums that are properly moderated.
You need to build up your post count by adding the regular threads just like other members do, before you actually post any links to your websites.
If you just register and you start advertising your sites right away, moderators will quickly sense your intentions and they will ban your account and even maybe blacklist your IP address.
If you really consider buying traffic, then you better have a budget for that because simply spending on ads will not make you much money, because you will have to test a lot before you see any profits.
Of course, the best traffic is the organic one since it is the most targeted one and the good thing about is that you can actually get it for free from Google and other search engines. You just have to work on the SEO, it does take time to get good rankings but it is well worth it.
