I can suggest you either JuicyAds or PlugRush. I buy and sell traffic but not that much these days, but these two bring me the most money from ads. But let’s be honest, chances are really high that you will not get a return on investment with such a small budget.
For such money you would better buy some domain and maybe set up a website on it on some cheap hosting because you aren’t going to lose it all if you spend such an amount on media buying or just make a few dollars if you’re lucky unless you’re an experienced traffic buyer.
I’m only having success on Juicy and I tried pretty much every other adult ad company out there. You could do well there but I ain’t really sure that might be able to run a successful campaign with 25 dollars.
