First of all, you can not expect to other webmasters to link to your website, unless it is a really popular one with a content that can not be found anywhere else.

I have come across this service many times and I know who is behind it, but I have never used them personally. It depends. Generally, if I buy a blog post with a backlink included, it is a one time fee but if I purchase links on the homepage of a popular site, it is usually for a one year and then I will need to renew. The prices vary of course and I just gave a one example.
